Opdrachtgever: Petro Chemical Terminal

Our client is a large petroleum blending and trading terminal. The terminal is responsible for the delivery fuel to the northern part of the Benelux, with tanker movements and marine barge movements and a role in the Rhine supply chain. The terminal blends fuel components and operates seagoing vessels to serve international markets.

Candidates will be employed by Cataly Partners during approximately a year, to be recruited as permanent staff for our client in the Amsterdam area.

Tasks and responsibilities:

• Reporting/advising senior management on Health, Safety, Security and Environmental (HSSE.
• Advise on general security issues within Benelux logistics organisation.
• Logistics HSSE Programs & Inspections.
• Maintain systems and certificates in the field of ISPS.
• Carry out inspections, site visits and audits for primary transport and terminal installations.
• Facilitate communication with terminal staff and contractors.
• Continue to engage contractor management and key staff in the HSSE agenda.
• Ensure effectiveness of key meetings e.g. safety meetings, toolbox meetings and safety time outs.
• Provide input into Project Safety & Security Reviews (PSR’).
• Dangerous Goods Safety Advisor ADNR for primary transport.
• Liaise with Senior Management and Human Resources to ensure compliance with ARBO legislation (HSSE regulations).
• Co-ordinate provision of Personal Protective Equipment within Logistics.
• Facilitate/perform Critical Task Analysis, HSSE related training and site induction, statistics, incident investigation.
• Coach and train incident management support, emergency response, new HSSE legislation and company rules/standards.
• Participate in development and review of project plans and Management of Change procedures from a HSSE perspective.
• Responsible for HSSE reporting (authorities and BAT).
• Shared responsibilities for HSSE management system, ISO 14001 management system and product stewardship.

Current projects and programs:

• Renewal of the “license to operate”.
• Implementation of the ATEX directive
• Ongoing actualisation of the Safety Report (Safety Reports compliant with Seveso II directive)
• Contractor assurance and management, including Risk Analysis and evaluate HSSE plans (contractors).
• Various meetings with external stakeholders of the Terminal (mostly authorities)

Requirements

• Safety certificate as required by Dutch law (Diploma Hogere Veiligheidskundige or Management of Safety, Health and Environment), or willing to take an appropriate postgraduate education.
• Technical University (MSc.) or HTS degree (BSc.).
• Experience of at least 5 years in oil & gas industry and experience.
• Working knowledge of HSSE legislation in relation to the transportation and handling of dangerous goods.
• Accredited Safety Auditor
• ADNR and CPR knowledge.
• Strong interpersonal skills, and ability to take a lead in the promotion of HSE issues in the BAT organisation plus contractor organisations.
• Good organisation & communication skills.
• Ability to communicate fluently in both Dutch and English language.
